Jellyfish something

Is it a cat toy? A puppet? An unseasonal ornament for a tree? Whatever it is I made this for my sister-in-law's birthday so it is hers now.

Made from various fabrics, ribbon and yarn with a bit of stiff plastic sack for structural support and crinkle sounds (the sort which might interest a cat).
